In a highly effective PBIS structure, academic, behavioral, and social- emotional supports all align to the need of the student. The Center on PBIS identifies foundational components for all three tiers of support as:

• A shared vision of what a positive school culture should be
• A leadership team that has expertise in supporting the needs of students
• Engaged parents and guardians
• Supportive school leadership
• Continuous professional learning of the concepts of PBIS
• A system for screening and monitoring student progress
• Making decisions for students based on data and not opinion
• Disaggregating data based on subgroups and their needs
